    新安县城市有轨电车项目

    一、项目概况。城市有轨电车项目起于新安函谷关遗址东侧,在新安大道路中设起始站函谷关站,之后线路沿新安大道向东路中布设,进入洛新区,线路沿原G310下穿宁洛高速公路后,在中州西路环岛附近设终点站谷水西站,与洛阳市规划地铁1号线谷水西站接驳换乘,线路全长14.7km,设站7座,平均站间距2.45km,在八陡山站附近设置车辆段一座,占地约10公顷。

    二、市场分析新安县与洛阳市区的联系主要靠中巴和私家车,运输效率和服务能力有限,建设城市有轨电车项目,可以使两地间客流量随着组团式格局的发展而迅猛增长,新安县和洛阳市区间的路面交通将得到根本改善,为周边经济的发展注入活力。

    三、建设方案。该项目线路全长14.7公里,车辆段选址研究了函谷关站东侧、八陡山站北侧、八陡山站东南侧三个方案,八陡山站东南侧方案拆迁难度小、走行线短且与线路共通道,对地块切割较小,有利于节约用地,车辆段可利用道路与外部交通衔接,方案可实施性强。

    四、环境评估。根据噪声监测数据等相关资料,有轨电车产生的噪声经过减震、距离衰减等一系列措施后对轨道沿线居民产生的影响很小。

    五、投资估算及资金筹措。该项目计划总投资20亿元,资金主要来源于投资方,银行贷款。

    六、财务评价项目建成投产后,预计年营业收入8000万元,年利税1000万元,提供1000个就业岗位。

     

    City Tram Project

     

    I. Project Summary

    The proposed City Tram Project will have a total length of 14.7 km and 7 stations, of which the average distance between stations is 2.45 km. The line will start from the east side of Hanguguan Ruins in Xin’an county, siting the originating station named Hanguguan Station on Xin’an Avenue. The line then runs along Xin’an Avenue to the east, enters the Luoxin Area, goes along road G310 and crosses below the Nanjing- Luoyang Expressway.Gushui West Station will be the terminal station near the roundabout of West Zhongzhou Road to connect with the Gushui West Station of the planned Luoyang Metro Line 1. A depot will be sited near the Badoushan Station with a land area of approximately 10 ha.

    II. Market Analysis

    The traffic connection between Xin’an County  and Luoyang City mainly depends on the middle buses and private cars, thus the transportation efficiency and service ability is limited. Building the City Tram Project , and thereby will causing cause a rapid rising in the traffic flow between these two places and with the development of group-style pattern, the road traffic between Xin’an County  and Luoyang City will be fundamentally improved, and vitality will be injected into the surrounding economy.

    III. Construction Plan

    This project is with a total length of 14.7 km, the location of depot is made after the research of the 3 plans - east of Hanguguan Ruins station plan, north of Badoushan Station plan, and south-east of Badoushan Station plan. And it is the fact that the south-east of Badoushan Station plan is of strong enforceability, with the difficulty of demolition being slight, the locomotive running track being short, sharing of the same channel with the line, request of little split of land, land conservation, and the depot being able to connect with the external transportation.

    IV. Environment Evaluation

    According to the noise monitoring statistics and relevant information, the noise arising from trams is of little impact on the residents along the line after a series of measures such as damping, and distance attenuation.

    V. Investment estimation and funding

    The total planned investment for this project is 2 billion RMB. The funds will be primarily raised from investors. banks may provide loans.

    VI. Financial Comments

    It is expected at the annual sales revenue will be 80 million RMB with taxes of 10 million on profit,and 1000 employment positions will be provided.
